Pennsylvania requirements
Adults need the medical form too
Most states let an adult walk into a licensing office with identification and take the test. Pennsylvania sends you to a health care provider first, whatever your age.
Form DL-180, at any age
Every learner’s permit applicant uses the same Non-Commercial Learner’s Permit Application, and a physician, physician assistant, certified registered nurse practitioner or chiropractor completes the physical examination section.
No 65-hour log
The 65 hours of supervised practice, including the night and bad-weather hours, are a junior licence requirement for applicants under 18.
Permit, then road test
You must obtain a learner’s permit before operating a vehicle in Pennsylvania, then pass the vision, knowledge and road tests.
If you have not passed the road test within three years of your physical examination date, you start again with a new DL-180 and retake the knowledge test. Confirm current requirements with PennDOT.
Frequently asked questions
Pennsylvania learner permit and knowledge test FAQs
Do adults need a physical exam for a Pennsylvania permit?
Every learner’s permit applicant uses form DL-180, which includes a physical examination section completed by a health care provider. There is no separate adult version of the form.
Who can complete the DL-180 medical section?
A physician, physician assistant, certified registered nurse practitioner or chiropractor. Pennsylvania accepts a wider range of providers than many people expect.
Do adults need 65 hours of supervised driving?
No. The 65 hours, including 10 at night and 5 in poor weather, are required of applicants under 18 applying for a junior licence.
How long is my DL-180 valid?
One year from the date of the physical examination. Separately, if you have not passed the road test within three years of that examination date, you must start over with a new application and retake the knowledge test.
Do I need a learner’s permit as an adult?
Yes. Pennsylvania requires a learner’s permit before you operate a motor vehicle, and you then take the vision, knowledge and road tests.
What does the PennDOT knowledge test cover?
Traffic laws, road signs and safe driving practices from the Pennsylvania Driver’s Manual. The practice tests on this page follow those same topic areas.
